Human Capital Survey

This is the fourth chief human capital officers (CHCO) survey, and over half of the 53 executives interviewed five years ago have since left government. As today’s CHCOs examine their changing landscape, they see less outsourcing, increasing competition for key talent, a dated compensation system, ineffective performance management, a veterans preference system that does not work as planned and non-standard HR information technology (HR IT) systems.
The survey found the CHCOs’ primary workforce challenges to be fewer employees due to declining budgets, higher staff turnover, inadequate succession planning and competency problems with HR staffs.

The CHCOs recommend that the president:

  • reform the civil service system, including pay and compensation, hiring, veterans preference and merit systems protections;
  • stay the course on initiatives that are showing results such as hiring process improvements and leadership development;
  • improve succession planning to arrange for knowledge transfer and continuity of operations, including political transition in January 2013, no matter who is president;
  • increase standardization of HR IT and the use of shared services instead of allowing every agency to have its own unique system; and
  • use data and metrics to hold employees and managers accountable.
